In 2023 the Center for Community Energy (CCE) observed that Vehicle-to-Grid technology was maturing faster than expected and that the impacts of V2G received relatively little coverage in the San Diego Regional Decarbonization Framework and in the County and other Climate Action Plans of jurisdictions in the County. CCE applied for a Community Enhancement Grant to study the impact of  V2G on environmental and energy planning in San Diego (SD) County.

Our proposal to the County called for a five-part study:

  1. Interviews with government officials and thought leaders in the County to see what the state of understanding was about the role of V2G in decarbonization and the energy transition.
  2. A review of V2G pilot projects that have and will be carried out in SD County.
  3. A review of sources of funding that might be available to the County and its constituent governments to fund V2G pilot projects.
  4. A review of the uptake of EVs, bidirectional EVs, and EV Service Equipment (EVSE) in SD County.
  5. A bibliography of research papers and other publications relevant to V2G in SD County.

This report also includes an initial section describing the nomenclature around V2G, since a great deal of confusing nomenclature has grown up around V2G and the standards governing it. We have also
included a final section with our recommendations for future actions.
